What is the deadline for filing a Notice of Complaint (Appeal) to the Property Assessment Review Panel?

What is a Notice of Complaint (Appeal)?
A Notice of Complaint (Appeal) is the name of the document used to request an independent review of an assessment by a Property Assessment Review Panel(PARP). The Notice of Complaint does not have to take any particular form, but it must be in writing and it must contain specific information. An online Notice of Complaint (Appeal) form is provided for your convenience. The person filing the complaint (also known as a request for review or an appeal) is called the complainant.
PARPs are appointed and administered by the Ministry of Community, Sport and Cultural Development and are completely independent of BC Assessment and taxing authorities. A detailed guide to appealing your Assessment Notice is available here from the Ministry.
What information do I need to file a Notice of Complaint (Appeal)?
It is helpful to have your Assessment Notice on hand if you are appealing your own assessment because you’ll need the Assessment Roll number and/or the legal description of the property subject to appeal. The Assessment Roll Number can also be found by doing an address search on evalueBC.
When filing, it also expedites the process if you provide a detailed explanation of why you want to appeal the assessment.

How do I attach photos or documents to my appeal?
The online Notice of Complaint (Appeal) form offers the ability to provide attachments via email. First, file your appeal. After you have submitted your appeal, an automatic email will be sent to the email address you provided and from there you can reply in order to attach photos and documents to support your appeal.
What about multiple appeals?
Up to 5 appeals can be filed through each submission of the online Notice of Complaint (Appeal) form. Customers with multiple appeals may find the printable version of the form more flexible for large numbers of appeals.
Can I use the Notice of Complaint (Appeal) form if the property is located on First Nations land?
Independent assessing and taxing First Nations have their own property assessment review process. Please contact the appropriate BC Assessment office for more information.
